Pay enough of attention to setup your encoding properly corresponding to your language. In case your encoding is set incorrect, in some columns with translated fields will appear this sign ????????? for not recognized character set or character mismatch. Therefore we recommend to use UTF8 encoding as the most universal. But you have still choice to select your proven encoding.

You may face same issues when opening the file directly in MS Office but the solution is to use MS Excel / Data / Get External Data / From File function.

In some cases where you export special character set a described MS Excel import bug may appear. You need to open exported file in Notepad, save as .csv + select proper character encoding when saving and then open in MS Excel.
